More importantly, NEVs are not &quot;golf carts.&quot; Calling them golf carts implies that they will be used for golf. But that&#039;s not what NEVs are for. NEV is a DOT &quot;classification for speed limited battery electric vehicles.&quot; They have many practical uses, which is why the military, under Bush, decided to lease thousands of them
