Senate Democratic leaders called off a vote to end debate on the $410 billion omnibus spending bill Thursday night after they realized they lacked the votes to push it to passage.
Two Democrats, Sens. Russ Feingold (Wis.) and Evan Bayh (Ind.), pledged to vote against the measure earlier in the week.
A stopgap measure funding the federal government is set to expire at midnight Friday. Senate leaders are awaiting a continuing resolution from the House to keep government in operation.Republicans refused to acquiesce to a final vote on the omnibus Thursday, demanding more time to vote on amendments to alter the package.
Republicans fell short on an effort earlier in the day to strip a policy rider that would have halted a reversal of a Bush-era rules change that would have exempted power plants from carbon emissions restrictions intended to preserve polar bear habitat.
The Senate is done voting for the week. A new stopgap spending measure to keep federal departments and agencies in operation is expected to receive a voice vote.
