Free Money! Ohio University College Democrats offer for $5.00 voters

Is this even legal? Redstate posted a screenshot of an email sent from Kellie Galan, the Vice President of the Ohio University College Democrats offering $5.00 for every student who brings someone to the polls to vote in the city council elections in Athens, OH gets $5.00.
