All they're doing is voting to open it up for Debate - it's not even the more controversial end debate cloture movement that'll really split hairs. What's wrong with opening debate on a bill, allowing Republicans and Democrats to introduce amendments to make a bill better or worse. This is not a controversial move, this is normality.
