Wait what? Newt Gingrich says the $500 billion taken out of Medicare to pay for ObamaCARE is paying for Panama’s national health plan?

obama_carterCan anyone confirm if this is true? Newt Gingrich tweeted (via Twitchy) that the $500 billion that Obama stole from MediCARE is going to be used for Panama’s national health plan? Actually, Obama stole $716 billion from Medicare, but this is the first I’ve heard of anything involving Panama.
