“If the new Libyan government continues to shield this convicted terrorist from justice, then they should not get one more cent of support from the United States,” Schumer told NBC. “We put American lives and money on the line to help the Libyan people secure their freedom. It’s time the Libyan government lives up to its commitment to create a free and accountable society by handing over al-Megrahi so that justice can finally be done.”

“The root of the problem is a cost-plus system,” said Schumer of Medicare on “Meet the Press.” “When you’re sick, the doctor gets paid for each service, each prescription, each pill, each test. If you were to tell doctors you get a certain amount of money to treat Jim Smith, who has a certain form of diabetes, say $10,000, every study shows that you’d save hundreds of billions of dollars without cutting benefits to people. That’s what Democrats stand for.”

Is it any surprise this obnoxious New Yorker Schumer was a rep in Anthony Weiner’s congressional district before becoming Senator?

“I always use the word extreme,” Schumer said. “That is what the caucus instructed me to use this week.”

“On this issue I would not give the Obama administration high marks,” Schumer said. “In its best years the Bush administration was better than this administration.”

Last weekend, after a sport utility vehicle packed with propane and other potential explosives was found parked in Times Square, Schumer called for “hundreds of millions of dollars” to be spent immediately to protect New York City. Sunday, he bemoaned the amount of New York-area funding from the Department of Homeland Security’s Urban Area Security Initiative.

In 2005, the metropolitan area received $207 million, or 25 percent of all UASI funding, according to Schumer’s office, but in each of the next four years, the amount received fell to between 17.5 and 18.5 percent of funds, between $124 million and $145 million.

In 2010, the region is due to receive $151 million, or 18.1 percent of UASI money. Schumer’s office said Nassau and Suffolk counties are due to receive about $4 million.

Schumer said Sunday New York should get half of all federal anti-terror funds. “Even if we got 25 percent [of the total], it would be a lot more money,” he said.

Rep. Peter King (R-Seaford) said although UASI funds have increased every year since 2006, “it is still, however, far from enough.”

Department of Homeland Security spokesman Matthew Chandler said overall federal anti-terror funds for New York have increased since 2005.

“In 2009, DHS awarded more than $457 million to New York City to prepare for, respond to, and recover from terrorism and other threats – a 74 percent increase from 2005,” he said.

“Schumer is definitely introducing a bill,” Fund told WND. “It’s not public yet, but he’s definitely going to do so.”

A congressional staffer confirmed Schumer’s involvement.

“What we know from statements from advocacy groups that support universal voter registration is that they have been working with Sen. Schumer’s office since approximately last spring to create a bill,” the staffer told WND. “We don’t know exactly when he will introduce it, but it has been predicted to be introduced in the near future for several months now. Schumer definitely has been, and seems to be, the point person on this.”

Neither Schumer’s office nor Conyers’ office has returned WND’s numerous calls and e-mails requesting comment.

While Schumer has yet to publicly share the plans, the staffer said advocacy groups have published materials calling for the use of a wide range of government lists and databases to add people to voter registration rolls.

Fund said the health-care reform negotiations are lasting longer than expected, so he anticipates the universal voter registration legislation may be introduced in February or later. The congressional staffer said he believes a bill passed this year would probably take effect in time for the 2012 election.

Fund discusses the topic in his November 2009 book, “How the Obama Administration Threatens to Undermine Our Elections.”

“The idea, embraced by Barack Obama when he was a presidential candidate, is to shift responsibility for registering to vote from the individual to the federal government,” Fund writes in his book. “All eligible citizens would automatically be registered to vote, which existing lists such as DMV records, income-tax returns, welfare rolls and unemployment lists being used to enroll everyone. Once registered, individuals would stay on the federal rolls, even if they move to another state or district.”

Schumer asked if he could finish his conversation. When the flight attendant said “no,” Schumer ended his call but continued to argue his case.

He said he was entitled to keep his phone on until the cabin door was closed. The flight attendant said he was obliged to turn it off whenever a flight attendant asked.

“He argued with her about the rule,” the source said. “She said she doesn’t make the rules, she just follows them.”

When the flight attendant walked away, the witness says Schumer turned to Gillibrand and uttered the B-word.

“The senator made an off-the-cuff comment under his breath that he shouldn’t have made, and he regrets it,” Schumer spokesman Brian Fallon told Shenanigans.

Ironically, Schumer has been a friend of US Airways flight attendants of late, lobbying company chairman and CEO Doug Parker on their behalf after several of them asked the senator to help keep them based at LaGuardia.

Through her office, Gillibrand said Schumer was “polite” with the flight attendant Sunday and “turned off his phone when asked to.”

But moments after the flight attendant had told Schumer to shut it off, the phone rang again.

“It’s Harry Reid calling,” the source quoted Schumer as saying. “I guess health care will have to wait until we land.”

Fox 5 New York reported last night that Sen. Charles Schumer tops the donor list of Madoff and his family, at $29,300. Schumer’s office said it had donated $8,000 of the stash to police and fire endowments.

Others who got donations from Madoff or his family were Democratic NJ Sen. Frank Lautenberg, who got $11,600; Hillary Rodham Clinton, who got nearly $9,000 for her Senate and presidential campaigns; disgraced former Republican Rep. Vito Fossella and Democratic Rep. Carolyn Maloney, who both collected $3,000; and Democratic Rep. Charles Rangel, who received $2,000.
