Ask Robert Menendez and ask all the folks in the United States Senate who want to impose the real sanction that will make a difference on Iran and the President has opposed it. Now that’s just a fact. He also has recognized the state of Syria, called Assad a reformer, has continued to have an embassy there when in fact this is a real thug that is a real threat to the state of Israel and to the stability of the region.

And again here’s the interesting link. It is a client state of Iran. The greatest area he’s appeased is Iran which is the greatest threat, and here he is recognizing Assad, setting up an ambassadorship with a client state of Iran who is a great funder of Hezbollah, a threat to Israel and the region. You go to Egypt. Again, he supported the Muslim Brotherhood and the Salafists as it turns out into overthrowing an ally in Egypt. There is a consistent pattern of contingencies that have come up under this administration where he has opposed the freedom fighters and has gone with the radical Islamists. That is a problem for the security of Israel and our country.

According to CNN/Time/ORC International polls released Wednesday, the former Massachusetts governor continues to be the overwhelming front-runner in New Hampshire, holds a lead over the other GOP presidential candidates in Florida, and is basically tied for the top spot with businessman Herman Cain in Iowa and South Carolina.

ZAKARIA: That will get a few paragraphs or a chapter. The main story will be about the fate of the United States of America. Fifty years from now, we might even look at 9/11 as simply the beginning of the decline of America as the world’s unrivaled hegemony.

On the day before 9/11, the United States was at peace, had a large budget surplus, and oil was trading at $28 a barrel. Today, the United States is engaged in military operations across the globe, has a deficit of $1.5 trillion, the largest in its history, and oil is at $115 a barrel.

Few people remember today what the Boer War was about, but what they do know is around that time, at the beginning of the 20th century, Great Britain spent a great many of its resources and, more important, its attention policing the world and neglected to focus on maintaining its industrial and economic competitiveness, strength, and energy.

America is not fated to follow that path, but it’s time we focus on the big challenges that we face — staying competitive in a new global era — and make the hard changes and adjustments we need to at home.

ZAKARIA: This brought to mind my years in political science grad school and an essay by a famous Yale scholar, Juan Linz, who said that parliamentary systems are superior to presidential systems because they allow for greater stability and purposeful action. In a parliamentary system, he contended, the legislature and the executive are fused so there is no contest for national legitimacy and power.

So a Spanish sociologist and political scientist thinks parliamentary systems are superior to presidential ones. Does that mean he’s right?

A 1993 paper written by professors at the University of Notre Dame and the University of California at San Diego took a critical view of some of Linz’s conclusions.

Experts on both sides of the aisle could have a marvelous debate about which system is better and more stable, but ours seems to be working quite well.

Of course, not according to Zakaria:

ZAKARIA: Think of David Cameron in England. He is the head of the coalition that won the election, head of the bloc that has a majority in parliament, and head of the executive branch as Prime Minister.

Remember the political battle surrounding the debt ceiling. It’s actually impossible in a parliamentary system because the executive controls the legislature. There could not be a public spectacle of the two branches of government squabbling or holding the country hostage.

In the American presidential system, in contrast, you have a presidency and a legislature, both of which claim to speak for the people. As a result, you always have a contest over basic legitimacy. Who is actually speaking for and representing the people?

In America today, we take this struggle to an extreme. We have one party in one house of the legislature claiming to speak for the people because theirs was the most recent electoral victory. And of course you have the president who claims a broader mandate as the only person elected by all the people.

Hey Fareed. No one’s stopping you from going back to India, where they have that “superior” parliamentary systems of government.
