UN nuclear chief in secret talks with Iran over deal to end sanctions and keep most of its nuke program

Again it takes the British papers/websites to do the investigative journalism that to “journalists” left in America refuse to do. According to the Times Online UK, the United Nations and Iranian officials have been secretly negotiating a deal to persuade world powers to lift sanctions and allow Tehran to retain the bulk of its nuclear programme in return for co-operation with UN inspectors. According to a draft document seen by The Times UK, the 13-point agreement was drawn up in September by Mohamed ElBaradei, the director general of the International Atomic Energy Agency (IAEA), in an effort to break the stalemate over Iran’s nuclear program before he stands down at the end of this month. Wow, great job “Mohamed”. You certainly have the world’s best interest in mind not just some muslim terrorist supporting country like Iran (the government, not the people). Tt was thought that Mr ElBaradei was anxious to secure his legacy after infighting over his perceived weakness in dealing with Iran.

The plan would require the UN Security Council to revoke the three existing sanctions and five resolutions ordering Iran to halt its uranium enrichment — an unthinkable development at a time when the West is focused on how to impose more, not fewer, sanctions on Iran.

Russia and China, who have commercial ties with Iran and have been pressing for a compromise, may see merit in the plan, however.

Hopes of reaching a consensus rose in September with the discovery of a second uranium enrichment plant under construction near Qom, which inspectors were allowed to visit finally last month.

Mr ElBaradei’s draft agreement envisaged allowing Iran to maintain and even expand its uranium enrichment programme, albeit under closer IAEA scrutiny, as part of a globally managed nuclear fuel bank. “The sides are to set up an international consortium for uranium enrichment, both in Iran and outside Iran,” the document said.

Section ten of the document proposed that if Iran complied with the arrangements, the signatories would report positively to the UN Security Council, where Iran would be rewarded with the lifting of sanctions.

“At first, the sanctions prohibiting the movement of scientists and technicians are to be lifted immediately, as are the sanctions connected to the supply of spare parts for aircraft and other essential activities,” it said.

Wow really? Iran May Have More Secret Nuke Sites

Color me shocked. BTW, that was sarcasm for you braincell challenged liberals. According to Wired.com, the UN’s atomic watchdogs are worried that the mullahs just might have more secret nuclear sites that haven’t been revealed or discovered. Iran is being so squirrely about its recently-revealed enrichment plant, the international inspectors say, that there very well could be others, scattered around the country. Really now? How is that even possible? Iran lying about nukes and nuke sites? IMPOSSIBLE!

Courtesy of Arms Control Wonk, we can take a first look at the International Atomic Energy Agency’s latest report on Iran’s nuclear drive. The paper is couched in cautious, bureaucratic language, but one thing is clear: Iran isn’t being straight about its nuclear ambitions. And that could mean there could be more “undeclared nuclear material and activities in Iran.”

The report contains details about a visit by representatives of the IAEA to a once-secret nuclear site near the city of Qom. In late October, inspectors were able to pay a visit to the Fordow Fuel Enrichment Plant, which is located about 20 kilometers north of Qom.

What did they find? According to the report, the IAEA verified that the plant — which the Iranians say is not planned to be operational until 2011 — was being built to contain sixteen cascades with a total of approximately 3,000 centrifuges. The Iranians say they plan to produce low-enriched uranium suitable for nuclear fuel; the plant is built for older IR-1 centrifuges, but the facility could be upgraded to contain more advanced centrifuges at a later date.

Inspectors also held meetings in Tehran to discuss the design of the plant, as well as the timeline for its construction. According to the Iranians, funds were allocated to launch the project in the second half of 2007 — but the Islamic Republic did not notify the agency about the facility’s existence until September 2009. That delayed declaration, the IAEA politely noted, “reduces the level of confidence in the absence of other nuclear facilities under construction and gives rise to questions about whether there were any other nuclear facilities not declared to the agency,” the report said.

In other words, a pattern of secrecy persists when it comes to Iran’s nuclear ambitions. And unless Tehran shifts gears, “the Agency will not be in a position to provide credible assurance about the absence of undeclared nuclear material and activities in Iran.”

Iran tested advanced nuclear warhead design – secret report

The Guardian (UK) mentions that the UN’s nuclear watchdog has asked Iran to explain evidence suggesting that Iranian scientists have experimented with an advanced nuclear warhead design. But of course as we all know, Iran only only nuke technology for “peaceful purposes” right? The Guardian says taht the very existence of the technology, known as a “two-point implosion” device, is officially secret in both the US and Britain, but according to previously unpublished documentation in a dossier compiled by the International Atomic Energy Agency (IAEA), Iranian scientists may have tested high-explosive components of the design. Nuclear experts describe these developments as “breathtaking”. More from the Guardian

The sophisticated technology, once mastered, allows for the production of smaller and simpler warheads than older models. It reduces the diameter of a warhead and makes it easier to put a nuclear warhead on a missile.

Documentation referring to experiments testing a two-point detonation design are part of the evidence of nuclear weaponisation gathered by the IAEA and presented to Iran for its response.

The dossier, titled “Possible Military Dimensions of Iran’s Nuclear Program”, is drawn in part from reports submitted to it by western intelligence agencies.

The agency has in the past treated such reports with scepticism, particularly after the Iraq war. But its director general, Mohamed ElBaradei, has said the evidence of Iranian weaponisation “appears to have been derived from multiple sources over different periods of time, appears to be generally consistent, and is sufficiently comprehensive and detailed that it needs to be addressed by Iran”.

Extracts from the dossier have been published previously, but it was not previously known that it included documentation on such an advanced warhead. “It is breathtaking that Iran could be working on this sort of material,” said a European government adviser on nuclear issues.

Rumors Rumors Rumors. Yes, thats all it is rumors, but George Stephanopoulos has decided to post about the rumors of Ayatollah Ali Khamenei being in a coma in Iran, linking to a story from Pajamas Media that posted these details about Ayatollah Ali Khamenei being in a coma. There has even been an update at the site saying that the Tehran Bazaar mentioned that Ayatollah Ali Khamenei has died (nothing has been confirmed yet, so don’t get excited just yet):

Yesterday afternoon at 2.15PM local time, Khamenei collapsed and
was taken to his special clinic. Nobody – except his son and the
doctors – has since been allowed to get near him.
His official, but secret, status is: “in the hands of the gods”.

Reportedly this collapse is natural. Many would like him to move to his
afterlife but reportedly the collapse was not ‘externally induced’
[no poisioning]. The few insiders who know about the collapse see
this development “as a gift from the gods”.

His condition had already seriously deteriorated over the last
months, aggravated by his nervous condition due to [1] his
inability to solve the problems created by his manipulation of the
election results and the refusal of [a large part of] the
population to accept this, plus [2] his loss of religious authority
by means of the repeated condemnations of events by senior clerics

Reportedly the principal aims of Khamenei of the last couple of
weeks, if not months, were to ensure [1] a positive reputation as
his legacy and [2] the physical survival of his family members and
their wealth, reportedly now largely in Syria and in Turkey (remember the truck convoy of $8.5 billion in cash and gold that was seized by the Turks?).

Outlook is uncertain but speculation is – considering that he is in
coma since more than 24 hours – that he may not come out of his coma and/or that he may die very soon.

If he dies it is expected that immediately a bloody clash will
develop between the powers behind Rafsanjani, who will immediately
claim temporary religious authority and overall control, and the
powers behind Achmadinejad who will scramble in order to regain
control and ensure their survival.

According to a bulletin from the Greens (Moussavi/Karroubi et al), there are widespread rumors in the Tehran Bazaar that Khamenei has died. The Greens say they cannot confirm it, but that there is an “abnormal atmosphere” in the streets, which almost certainly means there are more security people than usual.

Russia pushed back Tuesday at U.S. efforts to threaten tough new sanctions if Iran fails to prove its nuclear program is peaceful, a setback to the Obama administration’s desire to present a united front with Moscow, according to the Washington Times. Russian Foreign Minister Sergey Lavrov. who met with U.S. Secretary of State Hillary Rodham Clinton on Tuesday said Moscow believed that such threats would not persuade Iran to comply and that negotiations should continue to be pursued as Lavrov said:

“Threats, sanctions and threats of pressure in the current situation, we are convinced, would be counterproductive.”

Clinton, who met later with Medvedev, said she had not asked for Moscow’s specific support for actually imposing sanctions. But U.S. officials said they were disappointed that Lavrov had come out against even the threat of new penalties.

One senior official traveling with Clinton said the U.S. continued to believe it is critical to get tangible signs of support from Moscow for at least considering new sanctions because the more united they are, the more likely pressure on Iran is to work. The official spoke on condition of anonymity to discuss internal administration thinking.

Clinton agreed with Lavrov that the U.S. believed it was important to pursue diplomacy in the carrot-and-stick approach the international community is taking with Iran. But, she also said it was critical to let Iran know what will happen should it continue to rebuff the demands.

Theres a reason why only about 4% of those polled in Israel think that Obama is going to help them, and this can add another reason. According to The Hill, a State Department spokesman on Friday signaled that the president’s mandate that Iran has two weeks to permit inspections of its recently unveiled uranium refinement plant was not “written in stone.”

“I don’t think that there’s a hard-and-fast deadline,” State Department spokesman Ian Kelly said during Friday’s press briefing, after a reporter asked what the consequences of Iran’s inaction might be.

“I think that we’ve made it quite clear this was a matter of some urgency; that we expected [Iran] to take urgent and concrete steps to open up this facility, and not only just open it up but also make sure that we were able to — or that the IAEA would be able to — talk to some of the engineers there and see documents and plans,” Kelly added.

Iran tests two short range missiles – more planned for Yom Kippur

Iran’s Revolutionary Guard said it successfully test-fired short-range missiles Sunday in drills meant to show Tehran is prepared to “crush” any military threat from another country.Gen. Hossein Salami, head of the Revolutionary Guard Air Force, said Iran had perfected its short range missiles to make them more accurate in tactical battlefield situations and defend the country from any attacks. “We are going to respond to any military action in a crushing manner and it doesn’t make any difference which country or regime has launched the aggression,” state media quoted Salami as saying. He said the missiles successfully hit their targets.

The tests came two days after the U.S. and its allies disclosed that Iran had been secretly developing a previously unknown underground uranium enrichment facility and warned the country it must open the nuclear site to international inspection or face harsher international sanctions.

The missiles tested weren’t the kind that can carry a nuclear warhead. Iran is developing such ballistic missiles, but the U.S. believes that effort has been slowed.

Also, according to Gateway Pundit, The Iranians announced they will conduct war games and shoot off missiles that can hit Israel during the Jewish holy day of Yom Kippur while Jews around the world are praying on, the Day of Atonement. From Israel Nation News:

The Revolutionary Guards website said that military exercises, including the simultaneous firing of missiles at targets, will begin Sunday and last for several days “to raise the deterrence capability of the Iranian armed forces.” Yom Kippur begins Sunday night.

Several months ago, Iran said it had tested a missile that could reach Israel as well as American bases in the Middle East.

The announcement regarding the planned military exercises came at the same time that the Islamic Republic revealed it is building a second uranium enrichment facility. Iranian officials added that the new site is open for inspection by the United Nations’ International Atomic Energy Agency (IAEA).

“Allah willing, this plant will be put into operation soon, and will blind the eyes of the enemies,” Head of Supreme Leader’s Office Hojjatoleslam Mohammad Mohammadi Golpayegani said in Tehran Saturday.

Obama “warned” Iran that it will be “held accountable” to an impatient world community if it does not fully disclose its nuclear ambitions. The demand for immediate access to the nuke facility quickly changed to by Decemeber when just like a typical French, Nicolas Sarkozy said Iran has until December to comply or face sanctions. “This is for peace and stability,”. However Ahmedinejad had his own warning for Obama (per Fox News):

“If I were Obama’s adviser, I would definitely advise him to refrain making this statement because it is definitely a mistake,” Ahmadinejad told TIME magazine in an interview about an hour before Obama spoke.

Witnesses tell news agencies that Iranian police have arrested at least four people and prevented Iranian opposition leader Mir Hossein Mousavi from attending a ceremony Thursday afternoon at a Tehran cemetery marking the 40 day anniversary of 27-year-old Neda Agha Soltan’s death.

Unidentified witnesses told the Associated Press that hundreds of police surrounded Mousavi as he tried to approach the grave of Soltan, whose widely publicized shooting amid postelection violence fueled the opposition movement. The AP reports that Mousavi was forced to leave the cemetery but hundreds others gathered to mourn Soltan and others killed in the violence were allowed to stay.

Web sites affiliated with the opposition movement reported earlier Thursday that Mousavi and fellow presidential opposition candidate Mehdi Karoubi would attend the gathering at Behesht-e-Zahra cemetery, which coincides with other planned memorials and “silent wave” demonstrations across Iran.

Silent protests in Iran expected to draw thousands

Demonstrations are planned in more than 200 cities and towns across the country, protesting last month’s disputed election. Participants are advised to carry nothing heavier than a rose. According to the L.A. Times:

Reporting from Tehran and Beirut — There are no formal organizers and no leader has called on followers to join in. But in cities across Iran, thousands of people are planning to silently march today in unauthorized demonstrations.

The demonstrators intend to show their discontent over the reelection last month of President Mahmoud Ahmadinejad and commemorate the 10th anniversary of a violent confrontation between students and security forces.

Saudis give nod to Israeli to use their airspace, should Israel decide to go after Iran’s nuke sites

Should Israel decide its time to strike Iran’s nuke sites, Saudi Arabia of all places would allow them to use their airspace. With Iran still in choas after the rigged election, I doubt Israel would attempt anything at this point. According to the Times Online (UK):

The head of Mossad, Israel’s overseas intelligence service, has assured Benjamin Netanyahu, its prime minister, that Saudi Arabia would turn a blind eye to Israeli jets flying over the kingdom during any future raid on Iran’s nuclear sites.

Earlier this year Meir Dagan, Mossad’s director since 2002, held secret talks with Saudi officials to discuss the possibility.

The Israeli press has already carried unconfirmed reports that high-ranking officials, including Ehud Olmert, the former prime minister, held meetings with Saudi colleagues. The reports were denied by Saudi officials.

“The Saudis have tacitly agreed to the Israeli air force flying through their airspace on a mission which is supposed to be in the common interests of both Israel and Saudi Arabia,” a diplomatic source said last week.

Although the countries have no formal diplomatic relations, an Israeli defence source confirmed that Mossad maintained “working relations” with the Saudis.

John Bolton, the former US ambassador to the United Nations who recently visited the Gulf, said it was “entirely logical” for the Israelis to use Saudi airspace.

Mousavi declares Iran government illegitimate

I guess Mousavi hasn’t been arrested like some of the rumors going around said he was. According to this from The Independant (UK):

Defeated Iranian presidential candidate Mirhossein Mousavi today said the new government of President Mahmoud Ahmadinejad was “illegitimate,” in a statement posted on his website.

“It is our historical responsibility to continue our protests and not to abandon our efforts to preserve the nation’s rights,” he said, two days after Iran’s top legislative body confirmed Ahmadinejad’s election victory.

Mousavi, who has repeatedly said the June 12 vote was rigged, said he would join a planned association of leading figures which would follow up people’s rights and “ignored votes” in the election.

Its demands would include “halting security and military confrontation with the election, returning the country to a natural political atmosphere, reforming the election law to prevent vote rigging, securing freedom of holding rallies and freedom of press,” the statement said.

Mahmoud Ahmadinejad demands apology from Obama for Iran comments

Obama said today that he doesn’t take Mahmoud Ahmadinejad’s demand for an apology seriously after the Iranian president accused him of interfering in the country’s affairs. According to Fox News:

“The United States has gone out of its way not to interfere with the election process in Iran, and I’m really not concerned about Mr. Ahmadinejad apologizing to me,” Obama said in a joint White House appearance with German Chancellor Angela Merkel after they conferred privately.

“I would suggest Mr. Ahmadinejad think carefully about the obligations he owes to his own people, and he might want to consider looking at the families of those beaten, shot or detained. That’s where Mr. Ahmadinejad and others need to answer their questions,” he said.

Ajad:

Ahmadinejad on Thursday called on Obama to apologize after the U.S. president said he was “appalled and outraged” by post-election violence.

“Mr. Obama made a mistake to say those things. … Our question is why he fell into this trap and said things that previously (President) Bush used to say,” the semi-official Fars News Agency quoted Ahmadinejad as saying.

“Do you want to speak (with Iran) with this tone? If that is your stance then what is left to talk about?” said Ahmadinejad. “I hope you avoid interfering in Iran’s affairs and express your regret in a way that the Iranian nation is informed of it.”

Ah, now I understand cowardly Obama’s stance. Apparently there was a letter sent to the Iran Ayatollah begging for improvement in relations. According to the Washington Times:

Prior to this month’s disputed presidential election in Iran, the Obama administration sent a letter to the country’s supreme leader, Ayatollah Ali Khamenei, calling for an improvement in relations, according to interviews and the leader himself.

Ayatollah Khamenei confirmed the letter toward the end of a lengthy sermon last week, in which he accused the United States of fomenting protests in his country in the aftermath of the disputed June 12 presidential election.

U.S. officials declined to discuss the letter on Tuesday, a day in which President Obama gave his strongest condemnation yet of the Iranian crackdown against protesters.

An Iranian with knowledge of the overture, however, told The Washington Times that the letter was sent between May 4 and May 10 and laid out the prospect of “cooperation in regional and bilateral relations” and a resolution of the dispute over Iran’s nuclear program.
